The budget size for the 36 Nigerian states has hit N27,867,777,858,932 from the approved budget allocation across all states for the 2025 fiscal year.

DailyAgent Analytics discovered this in its research and analyses of the approved 2025 budgets of the states as passed by their State Houses of Assembly and assented by the governors.

Lagos has the biggest budget size of N3.366, followed by Niger, with N1.558 and Rivers, with N1.188 trillion (Although, that of Rivers State may likely go through the legislature for re-passed following the ruling of the Supreme Court on the political crisis in the State).

Yobe, Gombe, Ekiti and Osun, with N302.80, N369.90, N375.79 and N390 billion, fell in the category of states with the smallest budget size for 2025.

Capital vs Recurrent Allocations

Our analysis indicates that approximately 64.01% of the state’s total budget is allocated to capital expenditures, while about 35.99% is allocated to recurrent expenditures.

This poses a big promise for infrastructural development and the provision of social amenities for cities and communities.

The 36 States allocated N17,703,498,273,183 as capital expenditure and N10,164,279,585,749 as recurrent expenditures for the 2025 fiscal year.

Lagos leads other states having the highest capital expenditure allocation while Osun has the lowest capital expenditure allocation.

On the other hand, Zamfara has the highest recurrent expenditure and Ebonyi has the lowest recurrent expenditure allocation in the country.
