How alleged diversion of funds in NDDC led to abandoned projects as 29 contractors’ jettisons sites in Ondo coastal areas, serving and ex-lawmakers fingered

AKURE – #FollowTheProjects – a nonprofit intervention program by TECHNOCRAT MEDIA borne out of the passion to raise transparency, and accountability, and foster development at the grassroots. The media house embarked on a-three month investigative research for the tracking and reporting projects by the Niger Delta Development Commission (NDDC) which was designed to articulate the incessant call by citizens of the zone for the completion of such projects across Ondo South Senatorial District covering Ese-Odo, Ilaje, Irele, and Okitipupa local government areas with supports from a non-government organization – HEDA Resource Centre, Lagos.

In the course of TECHNOCRAT MEDIA’S three-month research; local trackers were recruited from each local government and trained, stakeholder engagements and meetings were held, and abandoned project data were mined for analysis and freedom of information (FOI) requests were sent to NDDC state office at Igbokoda and the headquarters in Port-Harcourt requesting project details in order to set the record straight.

Activities of local trackers

After the recruitment and training of volunteer trackers, TECHNOCRAT MEDIA mobilized into communities to identify and gather data on NDDC abandoned projects from project charter as found on sites; such as project location, description of projects, names of handling contractors, year of the award, level of work done before abandonment and the last time the contractors were on sites.

Stakeholders’ Engagement

After weeks of tracking some projects across the covered communities, FOLLOW THE PROJECTs team went to meet stakeholders at each local government and community where projects were identified.

Ilaje – At Igbokoda, the headquarters of the Ilaje local government, FOLLOW THE PROJECTS team was received by the executive chairman, Mr. Olamigoke Jatuwase alongside other stakeholders in the area. In his welcoming remark, he regretted that the traditional rulers were unable to attend the meeting as they were having traditional engagements across their communities but delivered their support for the meeting and their presence in future meetings.

In his words – “Our people are suffering in this part of the state because NDDC has refused to complete monumental projects in this local government. We appreciate your efforts and we would compile other projects discussed on a timely basis and forward them to your organization”. He expressed the readiness of the entire people of the local government to work with FOLLOW THE PROJECTS initiative with the aim of fast-tracking developments to their communities.

While making his remarks, the Director of FOLLOW THE PROJECTS who led the team, Mr. Daisi Omokungbe read out the list of eight abandoned projects discovered so far by the volunteers in Ilaje. Mr. Jatuwase called the attention of the Director to other huge projects that have been abandoned by the Commission in the area. He promised to compile and send a list of their findings to our team.

Quality education requires quality infrastructures – Olusegun Agagu University of Science and Technology (OAUSTECH) – FOLLOW THE PROJECTS delegation stopped over at the Olusegun Agagu University of Science and Technology, Okitipupa, met with the vice-chancellor, Prof. Sunday Ogunduyile, and his management team. The Director who led the delegation briefed the VC and his team that the initiative of FOLLOW THE PROJECTS was in line with the sustainable development goals – quality education is not possible without quality infrastructures. The VC while responding explained that several letters have been written to the management of NDDC to expedite action on completing the abandoned 150-room hostel project meant to serve the students of the institution. It is very disheartening that the university up to date has no accommodation for her student.

OkitipupaAt Okitipupa, FOLLOW THE PROJECTS was received by the executive chairman of Okitipupa local government who was represented by his vice, Chief Ola Iwaeni. Others at the meeting include the Director of local government administration, Engr. Michael Bolarinwa, and heads of departments, and the president of Okitipupa local government student union. The stakeholders were briefed about the concept of FOLLOW THE PROJECTS and what it seeks to achieve in public project execution and delivery after which the Director read out the list of abandoned projects discovered in the local government. The Director of Local Government Administration, Engr. Michael Bolarinwa noted that the idea of FOLLOW THE PROJECTS was a welcome development and the local government, on behalf of the people was ready to work with TECHNOCRAT MEDIA to reveal more abandoned projects in the area. The chairman, while responding to told the meeting that his administration would work with the media house to appeal to NDDC, contractors, and other stakeholders to complete their projects in the local government and initiate new ones to give the people a new living standard and for economic development.

FOI Requests – NDDC keeps mum

In the bid to set the record straight, requests for information sent to the NDDC, relying on the freedom of information law, were not replied to for more than two months. Ms. Queen Believe who is the secretary at the NDDC state office located at Igbokoda who spoke with our correspondent via telephone told us that the state director said only the headquarters can release detailed information about projects. She directed that our freedom of information requests should be forwarded to the headquarters in Port-Harcourt. Up till now, the headquarters has yet to reply to the FOI request after several weeks, a court process may be initiated against NDDC over its failure to comply with FOI Act requests.

Contractors’ Company Investigative Analysis

ONEGHOYEUN GLOBAL SERVICES LIMITED handling the abandoned construction of Mapamile Street, Okitipupa, Okitipupa L.G.A, Okitipupa, Ondo State, was incorporated in ABUJA, Nigeria with registration number 1018126. It was registered on 15th March 2012 having its current status is unknown. The company’s registered office address is 44, ADAVISTR., KARU, ABUJA, FCT. Verifications showed that Taiwo Michael Nomiye and Joseph Oladimeji Goodluck are the directors of the company.

AWKAY NIGERIA LIMITED handling the contract for the HT/TND Electrification at Mapamile Street in Okitipupa was incorporated in IGBOKODA, Nigeria with Registration Number 509095. It was registered on 22nd April 2004 and its current status is unknown. The company’s registered office address is NO.14, OMONIRASTREET, IGBOKODA, ONDO. TECHNOCRAT MEDIA verifications showed that Kayode Awala and Moses Awala are the directors of the company with no public profiles.

ATLOR (NIGERIA) LIMITED was incorporated in AKURE, Nigeria with Registration Number 104027. It was registered on 4th December 1987 having its status is unknown. The company’s registered office address is NO. 5, IKALE STREET IJAPO ESTATE, AKURE, ONDO. The company abandoned the construction of the 1km township Road project awarded to it located at Ajose Street, Okitipupa LGA. The company directors were found out to include Adeniran Emmanuel Olaolu, Ayoade Adedapo, Adebisi Adeoye, Ad-Fabak Holdings Ltd, Ajibade Ayodele Olalekan, and Ajibade Caroline Taiye respectively.

EMINAD NIGERIA LIMITED was awarded the emergency road repair located at Ojueromi Faboye Road and Upper Itedo Street, Okitipupa. The company was incorporated in PORT-HARCOURT, Nigeria with registration number 376552. It was registered on 7th March 2000 and its current status is unknown. The company’s registered office address is at 9, PALACE STREET, PORT-HARCOURT, RIVERS.

LETTI CONSTRUCTION NIGERIA LIMITED was awarded the construction of flexible pavement in M&K Junction via Success Nursery and Primary School Road/ Agboola Crescent off Erinje Road, Okitipupa, Ondo State. LETTI was incorporated in OKITIPUPA, Nigeria with registration number 491574. It was registered on the 15th of September 2003 and its current status is unknown. The company’s registered office address is at PLOT12, BLOCK B, GRA, OKITIPUPA, ONDO STATE. The company directors were found to include Chief Loto Amehinola, Gbenga Charles, Blessing Amehinola, and Soyinka Loto. None of the directors has a public profile.

Another company, FONDEE NIGERIA LIMITED handling the construction of internal roads with the rigid pavement at Ese-Odo was incorporated in PORT-HARCOURT, Nigeria with Registration Number 386782. It was registered on 17 August 2000 and its current status is unknown. The company’s registered office address is at 19 NWOGUSTR, RUMUMASI, PORT-HARCOURT, RIVERS. Verification of the company showed that Lewis Allagoa Queenette, Lewis Allagoa Victoria, and Emuwa Chinwe are the directors. All efforts to trace the company’s public profile and that of her directors showed no result across social media platforms, public search portals, and Google.

Another NDDC project; instruction for repairs of failed and un-motorable sessions of Kohn Kay Street, Okitipupa, Okitipupa LGA is being abandoned by HARYMOD UNIQUE STANDARD LTD which was incorporated in PORT HARCOURT, Nigeria with Registration Number 1210142. It was registered on 14th August 2014 and its current status is unknown as a result of a lack of public profile or web assets. The company’s registered office address is situated at HOUSE 20, ROAD 314, TRANS AMADI GARDEN OFF PETER ODILI ROAD, PORT HARCOURT, RIVERS. The directors of the company include Ayokunle Ayodele and Ayotunde Ayodele while Adejoke Jacobs is the company’s secretary.

BREBEN NIG LIMITED was awarded the construction of a 150-room university hostel at Olusegun Agagu University of Science and Technology in Okitipupa Ondo State in March 2010 with an initial completion term of 24 months. The project had been abandoned since 2014 at 35% completion. The company was incorporated in LAGOS, Nigeria with registration number 286098. It was registered on 28th December 1995 and its current status is unknown. The company’s registered office address is at 11, OKESUNA STREET, LAGOS, LAGOS. A public verification of the company showed that Isiwu Brandan and Ugwuja Ngozi are the directors of the company. Searches on the two names across platforms provided no results.

MAGNUM AND HUNTER LIMITED was awarded the construction of an internal road with rigid pavement at Igbekebo in Ese-Odo LGA of the state. The company was incorporated in PORT HARCOURT, Nigeria with registration number 451749. It was registered on 27th May 2002 and it’s currently active. The registered office address is located at 32C, ALCON ROAD BYE COSTAGE HOSPITAL WOJI, PORT HARCOURT, RIVERS. When TECHNOCRAT MEDIA contacted an ex-member of the board and management of the company, Mr. Ade Adeogun who is currently a serving member of the House of Representatives representing Akoko South East/South West Federal Constituency explained that he resigned from the company in 2019. “He went further to explain that the contract was awarded to the company in 2017 for the construction of drainage and rigid pavement of internal roads. No mobilization was paid. Drainage work which is 50% of the job was completed in 2019. We commenced earthworks to prepare the road for rigid pavement. The company took loans to fund the project while NDDC has not fulfilled its payment obligation to the contractors on site due to its own internal issues. I believe the consortium will return to the site once NDDC pays for the job already done”. Other directors of the company are Nkemdilim Adeogun and Ifeoluwa Adeogun.

Another NDDC road and bridge construction project linking Ondo with Edo state is located at Akotogbo in Irele local government of the state. The project contractor could not be identified as there was no project charter at the site and NDDC failed to respond to the FOI request sent to them requesting detailed information.

At Ugbonla – a 1,044,039,937.50 NGN NDDC project – the construction of township road and site clearing and earthwork, culvert and drains, and heavy-duty interlocking concrete in Ilaje local government of the state was awarded in 2012 to FERADO NIG. LTD, a company that was incorporated in LAGOS, Nigeria on 6th December 2010 with registration number 925224, and its current status is unknown after verification. The company’s registered office address is located at N0.3 UNITY ROAD OFF BANK ANTHONY IKEJA, LAGOS, LAGOS. The company registration documents showed that Bob Emmanuel Fubara, Ryszard Gacke Kurpiuskiego, Adam Mikusinski Tczewui, and Amins Mukaila Agboola are the directors. A public search of the names showed that none of them had a public profile that could be traceable to them.

MESSRS LAND PILLING & DREDGING INTERNATIONAL LTD. In 2012 got the award for the reclamation of Idiepe-Ode Etikan & Ogo Olowayo communities’ phase 1 project which included the reclamation of 45.7 Hectares, dredge, hydraulically sand filled with shore sand, construction of dytes at Igbonla in Ilaje LGA at a sum of 3,676,530,000.00 NGN. A search on this company showed no document or anyone traceable to it to account for the project except NDDC which keeps mum on the FOI request that was sent.

RIVERBROOK ENERGY LIMITED was incorporated in Port-Harcourt, Nigeria with Registration Number 1010035. It was registered on 14th February 2012 and its current status is unknown. The company’s registered office address is at NO 68, STADIUMRD, POR-HARCOURT, RIVERS was in 2012 awarded the design of a walkway with embankment linking five communities from Ilepete to Obenla with embankments, a walkway 25meters in Ese Odo at a sum of 1,387,337,316.67 NGN. Analysis of the company registration document which is an electrical/electronic equipment dealer showed that Ozigbu Johnbosco (a businessman from Imo state based in Port-Harcourt), Arigbodi Richardson, and Amangala George are the directors. The project has been abandoned while NDDC failed to account for what has been collected.

UNITED DOMINION CONSTRUCTION COMPANY LIMITED in 2012 was awarded a sum of 3,649,942,758.00 NGN NDDC reclamation and sand filling of Ikirigho/Ikorigho zion – reclaim, 65.54 hectares, shore protection 1,600m of shoreline, Galfan coated reno mattress, construction of 3 landing aprons at Ilaje LGA. The company was incorporated in PORT HARCOURT, Nigeria with registration number 501368 on 22nd December 2003 and its current status is unknown as showed that the company has no public profile. According to the company’s registration documents, it has its registered office address located at 8B, UDOMSTREET, D/LINE, PORT-HARCOURT, RIVERS. The registration documents also showed that Olawale Coker, Daisy Danjuma (an ex-senator), Prince Jide Agboola (an engineer at the Federal Ministry of Works and Housing), Doris Oritsegbubemi Coker, and Joy Porbeni-Oki as the directors of the company.

BLISSCOM SUPERIOR VENTURE got a contract for a high tension (HT) and township distribution network (TDN) electrification project awarded by NDDC via Ayeka road at Ode-Irele in Irele LGA. An effort to trace the company showed that the company has no registration documents and no public profile.

The construction and equipping of a science laboratory at Mahin in Ilaje LGA at a sum of 79, 787, 917.90 NGN was awarded to EFEJO INTEGRATED RESOURCES was registered in PORT-HARCOURT, Nigeria with Registration Number RV145045. It was registered on 14th April 2015. The company’s registered office address is at NO.19 TEREAMA STREET ABULOMA, PORT-HARCOURT, RIVERS. Also, the construction and equipping of the science laboratory at Idiogba in Ilaje LGA was awarded to FIXLODGE GLOBAL SERVICES LIMITED at a sum of 20, 998, 298.28 NGN. The company was incorporated in LAGOS, Nigeria with registration number 1015819 on 7th March 2012 and its current status is unknown after verification. Its registered office address is PLOT24, OLADIMEJI LADIPO STREET, OKE-ARO, LAGOS. The directors of the company include; Olumide Jayeola (https://web.facebook.com/olumide.jayeola1) and Adeyemi John respectively. The projects are yet to be completed by the contractors.

Rehabilitation of 6 classroom blocks with toilet and office at Comprehensive Primary School located at Kelema Igbokoda in Ilaje LGA awarded to LADAK (NIG) ENTERPRISES, incorporated in IBADAN, Nigeria with registration number 451646. It was registered on 2nd October 1981. The company’s registered office address is N8 /176 IREFIN RD., IBADAN C/O MR S. O. OGUNDEPO, MAPO P. OFF., IBADAN, OYO. NDDC has paid the contractor a sum of 15, 499, 123.18 NGN according to the documents obtained.

PREMINENCE MULTI PROJECT LTD was incorporated in PHC, Nigeria with Registration Number 898493. It was registered on 9th July 2010 and got the awarded Construction of 12 Block of Classrooms with Composite Structure at Mogohen, Ilaje LGA with the amount paid so far standing at 18, 213, 775.25 NGN. The company’s registered office address is at 17, OLD REFINERY ROAD, ELELENWO, PORT-HARCOURT, RIVERS, NIGERIA. Aiyesan Olabode and Aiyesan Toluope Oghenetega who are the directors of the company as indicated in the company’s registration documents could not be contacted as there was no form of the public profile of the directors found.

Construction of solar-powered water project in Igodan, Okitipupa LGA by LITTLE JORDAN GLOBAL SERVICE LTD with the amount paid so far standing at 3, 940, 804.29 NGN. The company was incorporated in LAGOS, Nigeria with Registration Number 1012650. It was registered on 23rd February 2012. The company’s registered office address is PLOT24, OLADIMEJI LADIPO STREET, OKEARO, LAGOS. A check on the company registration documents, it showed that Peter Adesoji and Olumide Jayeola (https://web.facebook.com/olumide.jayeola1) of Fixlodge Global Services Limited as one of its directors with the same official registered address for both companies. Mr. Olumide Jayeola is a native of Ugbo in Ilaje LGA but based in Abuja and Lagos.

STARPAC MEGA SERVICES, the handler of the project Installation of 1 No 300KVA Transformer at Ayenuro Quarters Prince off Irele Road at Ayeka in Okitipupa LGA was incorporated in ABA SOUTH, Nigeria with Registration Number RV128575. It was registered on 13th February 2012. The company with unknown status has its registered office address located at NO. 9, OHABIAM ROAD, OFF 261, PORT HARCOURT ROAD ABA, ABA SOUTH, ABIA. The project awarded by NDDC at a sum of 3, 864, 6060.08 NGN is yet to be completed as the whole zone was disconnected from the national grid for over eight years. Starpac has no traceable public profile as a company.

LTD.  got a contract of a sum of 15, 458, 372.34 NGN for the construction of a solar-powered water project at Akinfoslie as well and TIB LINK ENTERPRISES was paid a sum of 3, 774, 356.08 NGN for the installation of 1 No 300KVA transformer at Ode-Erinje both in Okitipupa LGA. NDDC Big projects failed in Ondo

Ayetoro Shoreline Protection Project – According to Premium Times in 2015, “Nine years after the shoreline protection contract in Ayetoro was awarded and with more than N3 billion already paid as mobilization fees to contractors, the project is yet to be completed.  “The contract was to stop the ocean from coming into the community. Since it has not been done, water from the Atlantic Ocean is coming in. We have to abandon fishing or farming because of a coastal storm. Buildings are collapsing because of coastal erosion. Water covers the town so we can’t move around. The palace of our king sank as a result of the ocean coming into the community,” said Amos Olorunlola, a youth leader. Almost ten years after Dredging Atlantic Ltd took over the project from Gallet Nigeria Ltd with the payment of 2.5 billion NGN out of the total contract sum of 6.5 billion NGN, the company has totally abandoned the project. The former spokesman of NDDC in Igbokoda, Dele Omogbemi, confirmed that the non-availability of sand and the non-payment of workers on-site by the contractor were the major setbacks in executing the project in the report published by Premium Times. NDDC management failed to intervene in the problems confronting the contractor in executing the project. Efforts to get the company’s side of the story that has led to the perpetual abandonment of the project through one of its agents, Mr. Olushola Oyinloye yielded no result as he refused to speak on the matter.

Findings into the company’s registration documents showed that Johannas David Rassfeld, Hermann Strewe, Kasali Adebayo Shittu, and Stanley Abali are the directors of Dredging Atlantic Limited.

Other huge projects running into billions of naira that had been abandoned in the area include Ugbonla-Oghoye road construction, Obe Rebimino sand-filling, 21 town halls, and 9 basic health centres all in Ilaje local government. All efforts to secure detailed information on these projects were abortive as NDDC failed to respond to the freedom of information request sent by TECHNOCRAT MEDIA calling for the amount paid to contractors so far and the names of the contractors.
