ABUJA, Nigeria — PROMAD Infotech Foundation has launched its 2026–2030 Organisational Strategy, setting out a five-year plan to scale civic technology, participatory governance, digital innovation and evidence-based approaches to strengthen citizen participation and government accountability in Nigeria and across Africa.
The strategy, unveiled by the civic innovation non-profit in a statement on its website prioritises the expansion of digital tools, participatory budgeting, public project monitoring, civic education and capacity development for citizens, civil society organisations, government institutions and other stakeholders.
PROMAD said the strategy is designed to bridge the gap between citizens and government by using AI, data analytics, civic technology and deliberative processes to make governance more responsive, transparent and inclusive.
The organisation also reaffirmed its ambition to become Africa’s leading civic technology, data and innovation organisation by 2030, with a focus on strengthening participatory democracy and sustainable development.
PROMAD targets 10–15 states with civic technology solutions
One of the major objectives of the new strategy is to institutionalise participatory budgeting and subnational public project tracking in at least 10 to 15 Nigerian states.
The strategy will build on PROMAD’s existing civic technology platforms, including FollowTheProjects and Isunawa AI, also known as “Our Budget.”
According to the organisation, the platforms are designed to help citizens identify community needs, understand public budgets, monitor government projects and assess implementation.
Through AI-enabled tools and digital dashboards, citizens can track projects and identify whether projects are completed, delayed or abandoned, while generating data and insights that can support more responsive public spending and decision-making.
Seven strategic priorities
PROMAD’s 2026–2030 strategy focuses on several interconnected areas of civic participation and digital governance.
The organisation plans to:
- Strengthen digital governance by expanding digital platforms, civic technology tools and interactive dashboards for citizen engagement in budgeting, elections oversight and policymaking at national and subnational levels.
- Scale participatory democracy models through hybrid town halls, fellowships and community-led needs assessments, particularly in the context of local government autonomy reforms.
- Build the capacity of citizens and institutions, with emphasis on youth, women, persons with disabilities, civil society organisations and subnational government officials.
- Advance transparency and open data by developing stronger feedback mechanisms between citizens and government institutions.
- Promote inclusive participation and digital security by ensuring marginalised and underrepresented groups have a voice in decisions affecting education, healthcare, infrastructure, climate action, gender and youth development.
- Strengthen partnerships with development partners, donor organisations, government agencies, civil society networks and private-sector innovators.
- Expand civic education and democratic participation through digital systems, research and public-interest content focused on civic education, electoral participation and legislative engagement.
PROMAD also plans to expand its civic technology solutions and participatory governance models beyond Nigeria to other African countries by 2030.
Strategy aligns with SDGs and African development priorities
PROMAD Executive Director Daisi Omokungbe said the strategy is aligned with local, national, continental and international development priorities, including the African Union Agenda 2063 and the United Nations Sustainable Development Goals (SDGs).
“These efforts directly support local, state, national and other regional and international development agenda such as the African Union’s Agenda 2063, and Sustainable Development Goals, especially those related to strong institutions, reduced inequalities, and partnerships for the goals.”
He said the strategy would also contribute to improved public service delivery and better management of public resources in critical sectors.
PROMAD seeks donors and strategic partners
PROMAD is calling on donor organisations, bilateral and multilateral development partners, philanthropic foundations, government ministries, departments and agencies, state and local governments, civil society networks and private-sector innovators to partner with and support implementation of the strategy.
The organisation said strategic investments would help scale civic technology solutions, institutionalise participatory governance across more states and local governments, develop the next generation of civic leaders and generate evidence on effective approaches to accountable governance.
According to PROMAD, combining AI, data analytics and community mobilisation can improve how public resources are planned, allocated and monitored.
“Our civic technology products are not merely about platforms—they’re about redistributing power, enhancing transparency, and enabling inclusive, data-driven governance that delivers tangible results for communities and citizens,” Omokungbe said.
He added that the new strategy represents a commitment to ensuring that citizens, particularly young people and women, can participate meaningfully in decisions that affect their lives.
“With this strategy, we are committing to scale proven approaches so that every citizen, especially youth and women, regardless of location or background, can meaningfully shape the decisions that affect their daily lives. We call on partners who share this vision to walk with us,” he said.
PROMAD reaffirms ACTS values
The organisation said its work will continue to be guided by its core values of Accountability, Conscience, Transparency and Service (ACTS).
PROMAD described itself as a hub for innovation and sustainable solutions, with its 2026–2030 strategy providing a framework for expanding civic technology, strengthening participatory governance and improving citizen-government engagement in Nigeria and Africa.
